Fixed the issue with abnormal New Year Boss respawn times. The boss will now spawn at fixed times: 9:00 and 21:00 UTC+8 / 5:00 and 17:00PST / 1:00 and 13:00 UTC.

The New Year Boss spawn location has been set to Rosso City.
