URL-form specs now round-trip through str(MatchSpec(...)) with their identity preserved. (#16175 via #16176)
• Fix ChannelMatch incorrectly matching URL-form channel specs against channels at a different host with the same path (e.g., https://software.repos.intel.com/python/conda no longer matches records from https://other.example.com/python/conda). (#16176)
• Fix conda.common.io.timeout() leaving the SIGALRM alarm armed (and the previous signal handler unrestored) when the wrapped callable raised an unexpected exception, which could cause the alarm to fire later during unrelated code.
