For Windows Fixed a Windows auto-update failure when a self-updated CLI plugin (e.g docker scout or docker agent) newer than the bundled version was already present in the user's CLI-plugins folder. Fixed an issue on per-user Windows installs where Hyper-V, Windows containers, and related settings are now correctly disabled and grayed out, preventing broken behavior caused by the unavailable priveleged helper service.
